| The James Monroe Memorial Foundation is offering prizes of $1,000, $750, and $500 to high school juniors or seniors for the top three entries in an essay contest commemorating the Bicentennial of the Louisiana Purchase, which was negotiated by future president James Monroe. President Thomas Jefferson sent Monroe to Paris in 1803 to negotiate the purchase from Napoleon. The topic is: " 'All Eyes are Now Fixed Upon You': James Monroe and the Purchase of Louisiana."
